The peak epoch of star formation (Cosmic Noon) has become the new frontier for resolving the physics of star formation, the interstellar medium and the baryon cycle. This workshop brings together results from major programs on JWST and ALMA alongside the latest cosmological and zoom‑in simulations that probe galaxies from this pivotal era down to the local universe. By linking the advances at Cosmic Noon to insights from nearby galaxies and bridging different communities, we will assess current galaxy‑evolution and ISM models, identify where observation and theoretical progress must be made, build collaborations, and chart a strategic path for future facilities and simulations.
